Meet Dr. Jeffrey Waldman
MD, FRCPC
Dr. Waldman is a psychiatrist with subspecialty certification in forensic psychiatry. He is an Assistant Professor in the Department of Psychiatry at the University of Manitoba. His clinical responsibilities extend to various community and institutional settings, including the Canadian Mental Health Association's ACT program, an addictions program called Executive Medical Solutions, and NAV Canada's Chemical Dependency Education and Rehabilitation Program, and a clinic for adults with Intellectual Disabilities. Additionally, he is contracted to provide psychiatric services at correctional institutions, including Stony Mountain Institution, and Headingly Correctional Centre.
Dr. Waldman has held leadership roles in national psychiatric organizations, including serving as the Prairie Region Representative on The Royal College of Physicians and Surgeons of Canada Subspecialty Committee in Forensic Psychiatry, and on the executive of the Canadian Academy of Psychiatry and the Law (CAPL). He is the editor of the CAPL newsletter and serves on the CAPL Correctional Psychiatry Subcommittee. He also sits on the board of directors of the Canadian Psychiatric Association (CPA), and on the Professional Standards and Practice Committee of the CPA.
Dr. Waldman’s practice has gravitated towards treating vulnerable populations, such as the homeless and those with severe substance use disorders and has worked with those with a history of trauma, providing assessment of veterans for Veterans Alliance, and he was established as an expert by the Government of Canada to assess Indian Residential School claimants.
Dr. Waldman has co-authored international and national documents on correctional psychiatry and forensic assessment practices, and he remains an active member of two national working groups. One group has developed and continues to maintain guidelines for forensic assessment and report writing and the other is developing guidelines for psychiatric care in correctional settings.


Meet Carla Pauls
BA, MC, CCC, CCS
With over twenty years of experience as a psychotherapist, Carla brings compassionate, trauma informed, and relational approach to supporting individuals through life's challenges. Carla's work draws from a range of therapeutic modalities, including mindfulness based practices, clinical hypnosis, narrative therapy, EMDR, Acceptance and Commitment Therapy (ACT), and Internal Family Systems (IFS). This integrative approach allows therapy to be tailored to each person's unique experience, needs, and goals.
Carla believes that meaningful healing becomes possible when individuals feel safe, respected, and genuinely understood. She sees her role as helping create a caring, therapeutic space where clients can explore their stories, reconnect with their strengths, and develop the insight and tools needed for lasting change. Carla holds a deep belief in each person's capacity to heal and grow, and is committed to walking alongside clients as they rediscover their resilience and move toward deeper wellbeing and self-trust.

Meet Heidi Pharand-Joven
RN, MN NP
Heidi Pharand-Joven’s journey to co-founding NeuroMed was deeply personal. Early in her career as a Nurse Practitioner, she encountered individuals struggling with untreated trauma, addiction, and chronic mental health challenges, often feeling lost in a system that prioritized quick fixes over lasting healing. Witnessing these gaps firsthand, she was driven to create a space where mental health care would be comprehensive, compassionate, and truly transformative.
Drawing from her 17+ years of healthcare experience, Heidi is a dedicated Nurse Practitioner with extensive experience in mental health and addiction care. Heidi is certified in trauma recovery, addiction therapy, and psychedelic assisted therapy.
